As we roll into the second half of 2025, there are some key regulatory changes every HGV driver should be aware of. From driver hours enforcement to tachograph updates and speed limits, here’s a breakdown of what’s changing – and how it could affect you on the road.
1. Driver Hours: More Eyes on Fatigue
While the core driver hour limits haven’t changed, enforcement is tightening.
DVSA has confirmed more roadside spot checks and increased use of remote tachograph monitoring, with infractions like rest period breaches and false records facing faster penalties – even if committed weeks ago.
- Tip: Always double-check weekly rest compliance and keep manual entries clear.
2. Tachograph Rules: Smart Tachographs Phase 2
By August 2025, all vehicles over 3.5 tonnes operating internationally must be fitted with Smart Tachograph Version 2 (if not already). This applies to both newly registered vehicles and older trucks used for EU work.
Smart Tacho V2 offers:
- GPS tracking of border crossings
- Auto-recording of loading/unloading
- Improved fraud detection
UK domestic-only drivers aren’t required to upgrade, but those near the EU border – or doing Irish routes – should prepare.
3. Licensing Updates: Medical Self-Declaration Under Review
There are discussions within DVLA around ending the paper-based medical self-declaration for drivers aged 45+ renewing their HGV licences. A digital-first system is being piloted, with expected rollout in late 2025.
This change aims to reduce delays – but you’ll still need a D4 medical when renewing a C1 or C licence after age 45.
4. Speed Limits in Scotland: Change Coming
Currently, HGV drivers in Scotland are subject to lower single carriageway speed limits than those in England and Wales:
- Scotland now: 40mph (single carriageway)
- England/Wales: 50mph (since 2015)
But that’s about to change. Following driver and industry feedback, the Scottish Government is expected to align HGV limits with the rest of the UK later this year. Final dates are pending, but it means:
- Tip: If you drive cross-border, expect consistent speed limits by late 2025.
